Hard to say without know what else you're hopping with and when.
If all you've got is two ounces of Citra plus some bittering charge at 60 minutes... well, first of all, I'd get more hops; two ounces of flavoring/aroma additions does not an IPA make. But, if you're stuck with just that two ounces, I'd move that one ounce back a bit in the boil, maybe half an ounce at 15 and half an ounce at 10, then dry-hop with the second ounce; I've found that dry-hopping tends to pack more punch than late additions.
