I am adding 1 oz of Citra hops to the last 5 mins of my boil. I'm a newbie to brewing, and I have 1 oz of Citra hops left. Should I add them to my primary, or secondary? Any thoughts?
 
Hard to say without know what else you're hopping with and when.

If all you've got is two ounces of Citra plus some bittering charge at 60 minutes... well, first of all, I'd get more hops; two ounces of flavoring/aroma additions does not an IPA make. But, if you're stuck with just that two ounces, I'd move that one ounce back a bit in the boil, maybe half an ounce at 15 and half an ounce at 10, then dry-hop with the second ounce; I've found that dry-hopping tends to pack more punch than late additions.
 
I'm adding 2 oz of simcoe and 2 oz of Amarillo during first 60 mins.
 
If you dry hop, do it just 3 to five days before you bottle.

I love Citra hops and make a good, all Citra IPA. I've noticed when I dry hop with it, I need to let it bottle condition a bit longer than normal. Otherwise, beer taste a bit grassy. At least that's my exp
 
Dry hopping does little to nothing for bitterness.. It's really just going to effect the aroma.. If you want more upfront hoppy nose on your beer throw them in the secondary for a week in a sanitized hop I grain bag... Won't hurt anything
 
Yes dry hop with them. Personally I would dry hop with an Oz of that simcoe as well if you had any left over, but thats just me. A good 40-50g a common dry hop quanity for an IPA
