Can I use oxygen or acetylene regulators?

Afraid not.

is it because of the smallest amount that can be used on the reg? or because of the gasses. i see "acetylene/co2" regs for sale as welding supplies, but the lowest pressure you can dial it to is like 10 or 20 psi. which is, of course, not useable for brewing.
 
the regulator mechanism itself would work, but you would have to replace both gauges, the inlet tailpiece and the outlet fitting.. after buying all of those parts, you will have spent enough to buy a new co2 regulator......
