I have stepped up my starter yeast from 750ml-1.5L-2L over the past 4-5days, can i pitch my 2L starter while its still active or should i wait to brew/pitch until tomorrow?

If you're set on pitching it all (not cold crashing and decanting) then it's said to be optimal to pitch at the height of activity.

Its gonna be pitched while very active still....plus gonna add some yeast fuel to help those little yeasties out...expected OG on this is over 1.1

pitching it active gives the yeast a running start at the wort. If it's a big beer over 1.100 then pitching at the peak of activity is ideal.
