I brewed a Belgian Wit, I used wyeast 3944. After the first week of fermenting I was only half way to my FG, after the second week I hit my FG and then tranferred to a secondary with little to no splashing, after a couple of days it looks like it is still fermenting, I have yeast bubbles coming up through the airlock. Any ideas on what to do?

Leave it until it drops clear-ish (Belgians are a little cloudy by default). You're not likely getting any new fermentation. All fermenting beers have some volume of dissolved CO2. It's probably just some of that gas coming out of solution. Take a couple of gravity readings once it begins to clear. Once the readings stabilize over a couple of consecutive days, package.
