Angram Beer Engine - Water Jacket?

I bought a used Angram CO Hand Pump off ebay. Took it apart and cleaned it. It's working great but it has a water jacket and I'm not entirely sure how it works.

I assume the connections correspond to a cooled water circuit with a pump. Is this something I can fabricate myself? Or is there a out of the box solution? Is it even worth messing with in the home bar setting?

The water jacket is meant to keep the beer at cellar temps. Mostly useful if you are going to have beer on the engine all the time. In England they use a special water chiller just think of it like a glycol chiller just not as cold.
