Doing a partial boil and using distilled water to bring up to 5 gallons after the boil. When we mix the distilled water with the wort does the water need to be sanitized or is it "clean" right out of the gallon jugs from the store?
 
I think in theory, there could be SOMETHING in the water... but I use bottled water for my top up and I just dump it right in. Don't think anybody boils their bottled water around here. I know I've never had an infected batch.
 
No need to sanitize it, even if it's not distilled. bottled water for the store is enough.
I just use distilled water when the water from the tap you use for boiling your wort has a lot of minerals.
 
I've added it to top off in secondary. I did a higher gravity ferment in a five gallon carboy then diluted to five gallons in secondary. Turned out to be one of my best ever.

Good idea, I've never done it because I dont use secondary, but sounds right.
