I was about to make a starter when I noticed the vial of WLP550 looked rather empty. The lid is definitely still screwed on tightly and there's no sign of leakage.

Is this a defective vial or is the 550 soooo virile that the vial only needs to be a quarter as filled as normal?

The plan was to make 4L starter but with such a tiny amount, even if it's viable I'm not sure if it would produce much final yeast. Any opinions on the starter?

Yeah looks thin - I also recommend reaching out to WLP, they have great customer service. I've had a similar issue and they took care of me no questions asked.
 
I'm the RDWHAHB type and I would make the 4L starter as planned and see what happens . If the starter fails save the pics and send to White labs they should replace it.
 
Well, to be fair, you also have it stored on its lid. But I suppose that even still it looks slightly less than normal. But I wouldn't say that I would've been worried about it. Shake it up sufficiently, then store it standing with the lid up for a couple of days and see if it looks different.
