Looking to basically make an orange creamsicle neipa. Let me know what you think of recipe:

12lbs - Golden Promise
1lb - Flaked Wheat
1lb - Flaked Oats

Mash @152F

1oz Citra (First Wort)
1lb - Lactose (5 mins)
1oz - Sweet Orange Peel (5 mins)
2oz Mandarina Bavaria (flameout)
1oz Citra (flameout)
2oz Mandarina Bavaria (whirlpool 20mins @170F)
1oz Citra (whirlpool 20mins @170F)

Wyeast#1318 London Ale III

2oz Mandarina Bavaria (dry hop day 3)
1oz Citra (dry hop day 3)
2oz Mandarina Bavaria (dry hop day 6)
1oz Citra (dry hop day 6)
2 Vanilla Beans (dry hop day 6)

According to beersmith should be about 6.10% ABV. Alittle hard to calculate IBUs
 
I'd skip the fwh and add it late. I brewed a milkshake ipa 1 Oz fwh and it needed a couple weeks for the harshness to mellow

That's what I originally had. I will probably switch it back and omit the FW. I was worried my IBU would be way too low, was hoping for something the 20ish range
 
I think the flameout and whirlpool will get yout enough ibus. You can also raise them a bit by letting the flameout hops steep for 20 minutes before chilling to 170.
