Mill Street West Coast IPA Recipe Request

I'm looking to brew something in this style of beer. I've tried many IPAs, and brewed quite a few as well, but haven't came across a beer that I enjoy as much as this one. Their website includes the grains used and hops, but I have no idea where to start with developing my own recipe. It also mentions that the mash is partially soured, and I'm unsure what this means versus a fully soured beer. I've tried searching this site, and the internet at large and have been unsuccessful in finding a recipe for this. If anyone has a recipe, or can help me develop one, I would greatly appreciate it.
