Fermenting for over 3 weeks

This is my second time brewing cider. I know that fermentation should take about two weeks, which it did the first time I brewed cider. But, this new batch has been fermenting for just over 3 weeks. It's a glass carboy, so I can see the CO2 bubbles forming at the surface, and the airlock bubbling about every 20 seconds. Should I just leave it?
 
it's done when the gravity is stable, not when bubbles stop. it can off-gas CO2 for a long time after fermentation is complete, and this can be mistaken for fermentation; bubbles rising and some airlock activity. but more likely it's not quite done, and there is no 2-week rule for fermentation, so i say leave it be
