You are looking at a beer that would be around 1.074 OG so no, 1 pack is not enough, you will need around 3B cells,

GO to www.yeastcalc.com, plug in your gravity, date of pack, etc and calculate the starter size required. You may need to step up depending upon your equipment to make starters.
 
As duboman pointed out, with that OG (assuming ~5 gallon batch size) you'll need 300 Billion yeast cells (280 billion, if 5.5 gallons is going into primary). A 2L starter, on a stirplate, will get you there at ~310 billion yeast cells. A 2.8L starter if you use the intermittent shaking method will get you 299 billion cells. Or a 4.6L starter if you do nothing more to the starter beyond pouring the wort into the flask/container and letting it go.

I highly advise getting a stirplate and a 3L flask if you're going to use liquid yeast with any frequency at all. Especially if you're going to make brews with an OG of over 1.025.
