As duboman pointed out, with that OG (assuming ~5 gallon batch size) you'll need 300 Billion yeast cells (280 billion, if 5.5 gallons is going into primary). A 2L starter, on a stirplate, will get you there at ~310 billion yeast cells. A 2.8L starter if you use the intermittent shaking method will get you 299 billion cells. Or a 4.6L starter if you do nothing more to the starter beyond pouring the wort into the flask/container and letting it go.
I highly advise getting a stirplate and a 3L flask if you're going to use liquid yeast with any frequency at all. Especially if you're going to make brews with an OG of over 1.025.
