i have a yeast in a test tube that expired a year as a go. if i make a starter will it be ok? it is a irish ale.

Give it a try! If the starter doesn't take off in a day or two, you need new yeast.

This should be in a different forum, perhaps "Beginner's Brewing Forum".
As long as you make a starter, or rehydrate the yeast to determine if it's still alive, you're okay. Don't just pitch it into the fermenter, hoping it is okay.
Oops, just caught my error: rehydrating is only for dry yeast, so you'd have to do a starter.

Yeah, what desiderata said. I've used yeast that was expired over 1 year many times without any problems.
Just make a nice sized starter and give it a few days to a week to begin.
