Secondaries, dry hopping and reaching Final Gravity

I've got my second batch, an IPA that seems to have stalled a bit. I dry hopped it after one week, and now I'm at week two and think it'd be good to let it sit a bit longer to let it ferment.

So here are my questions: Should I just leave it in the primary? Or should I transfer it into another 6 gallon bucket for a secondary? Otherwise, I'll have to go buy a carboy (which is probably inevitable anyways).

In the future would it have been better to dry hop based on the days remaining before bottling? Should I have dry hopped 7 days prior to my planned bottling?

I wait until fermentation is complete, then dry hop in primary or rack to secondary and dry hop there for about a week. Then bottle.
 
Leave it in primary for 4 weeks, there's lots of good info on dry-hopping - just hit the search button.
