My LHBS is around $45 for 50 lbs of 2 row, $60 for 55 lbs MO, and I get my hops online by the pound to cut down on cost - they run roughly $10-20 per lb.

I use stainless steel for my brewing, and each tables weight capacity will depend on its design. Table linked below for example looks similar at a glance, and has an 800 lb top shelf capacity. I'm guessing that'll be large enough to cover your needs, unless you're brewing batches larger than 20...

Check your local fire and safety shops. I get my hydro tests and fills done both at a local shop which takes care of regional fire departments. The link below shows a Milwaukee shop that does hydro tests on fire extinguishers, and will likely test your CO2 tank as well...
