American cream ale not carbing

First batch with kit...American cream Ale says three Weeks to carb....its been four and it is flat still

How many gallons of Cream Ale and how much priming sugar did you use? What temperature has the beer been sitting?

5 gallons...i used the kit packaged priming sugar...first two Weeks in garage it sat at upper sixties...then moved into house atty low seventies
