What creates a "Rocky" head?

I was in Germany last fall and I noticed how many of the beers had a "Rocky" head. I usually get a nice creamy head on my beers, but rarely a rocky head. Anybody know what creates that kind of head?

Not sure exactly what you mean, but the head on my BM's Black Pearl Porter could be described as such. Only beer I've made with a head like that.

but im pretty sure any cane sugar will work. Im pretty sure its the amount of carbonation and head retention quality of the beer that makes it not so much what carbonated it.
 
It seems that sometimes German domestic beers have much higer carbonation rates than the export varieties. I accidentally carbonated my Oktoberfest to 3 volumes of CO2 (using table sugar) and the head is super rocky. I also included a little raw barley to help with retention.
