I'm doing a Belgian-style pale ale and it calls for Wyeast 1762.

Is this a dry yeast? so I won't need a yeast starter?
 
My OG is 1.075 and it is a 5 gallon batch.

I haven't bought the yeast yet, I will get the ingredients tomorrow.

Liquid and you should do a starter with that gravity. A single 2L starter at a minimum but you really should do a step up to a second 2L. That should yield about 20 million cells per ml. For a two step starter plan on 1 week before brewing.
