Yeast won't dissolve in starter

Hoping some of you out there have seen this before.

I made a starter using yeast (WLP 007) that had passed its expiration date. It looked like the yeast never broke up, even though it was on a stir plate. I assumed it wasn't fermenting at all and tossed it.

Yesterday I bought a new vile of yeast made a new starter and put it on the stir plate, same thing. It looks like there are bb sized chunks of yeast spinning around in there instead of the homogeneous cloudy beer that's normally in my starter.

Any thoughts?
 
The best way to tell if a starter has done it's thing is if the amount of yeast in the flask increases.

I guess I have never used one of those yeasts because I have never had the clumps. I probably would have been concerned also.

Save some money in the future by asking questions here before dumping anything.
