Viewing this video from NB they use a ACTIVATOR at 45sec not yeast, how is this different and who sells an activator ?

ALSO is it best to use liquid or dry yeast in a starter for a DIPA ?

The Activator is Wyeasts smack pack. The pack contains the yeast and a smaller package of activator.
Liquid yeasts are almost always used after making a starter because of the lower cell count in the package and faster loss of viability over time compared to most dry yeasts.
