I bought this partial mash recipe from AHS, and it calls for 1oz of lemongrass. In the recipe it says add it "in the last 0" minutes of the boil. My question is do I add it between the end of the boil to before adding it to the primary bucket, or do i let it ferment in a mesh bag during primary fermentation?

Here is the recipe, hope you can read it:

So it would end up being there for about 5 minutes. Before i chill, i take it right out?

I'd take it out, unless you have a set up that filters things out as it goes into the fermenter. Then I'd just transfer as usual.

How would you think I can get the most flavor out of the lemongrass?

I put lemongrass in the mash once and (for the same batch) I put it in at the last 20 min of the boil. The flavor/aroma was mild and dissipated quickly.
