When to add flaked wheat and rice hulls?

Im brewing a honey wheat; are the flaked wheat and rice hulls added during the mash or boil?

The mash, the wheat needs to be mashed with the rest of the grain in order for the starches to be converted to sugars and the rice hulls are there to keep the mash from getting stuck.
