When should I rack my cider/mead?

Okay, I'm a noob homebrewer and I just decided to start off simple and got a 2L cranberry container and make a Apple Cider Mead.
This is the recipe.
1 Cup of apple cider (non-alcoholic bought from walmart)
2 Cups of apple juice
1 cup-2 cups of water+sugar+honey mixture
Then activated 1 packet of yeast and added it.
It's been about 2 weeks since I made it, and the bubbles significantly slowed after the first 4 days of making it. It's like an every-now and then one bubble comes up. So I let it sit for about a week.
Should I rack it now because I heard the smaller the quantity of the cider, the faster the yeast will ferment in the cider. (Also there's allot of dead yeast build up at the bottom). Or should I let it sit for a big longer?
