What does it mean when a recipe says " or until conversion is complete"?

I guess my questions is how to I measure that, or know when conversion is complete?

Starch conversion.

Iodine test.

A drop of wort on the end of a stick of plain white chalk. A drop of tincture of iodine (or Iodophor) over top of that.

The color change or lack of indicates the presence of starches.
 
I'm assuming this is in relation to sacc. rest duration? You can confirm conversion with Iodine test or if the first runnings' gravity matches that of the expected. The former is proactive, and the latter is more along the lines of "RDWHAHB".
 
Dip out a little of the water when you add your grain and taste it. After 30 minutes, try it again. You'll know if you are getting conversion. After that, the iodine test is definitive.
