what's the OG and FG going to be? What's the IBU's on this? what's the batch size?

The grain bill is very simple and should really allow the hops to showcase but if it's to far out of ballance, I would not like it.

Can you recomend a change?

It's 5 gallon batch.

I once made a Cascade and Perle IPA that was really good but it was Extract. I would really like to make an all grains batch using those hops.

This is going to be one big hoppy beer that's for sure. Now what "I" would do different is this.
I would drop the 20L and go with 3/4# - 1# of 60L, add a 1/2# of Cara-Pils and I would dry hop with 1oz of both hops for 2 weeks.
 
9.5 percent abv. I hope you dont drive after you even look at that stuff. My last batch was a simple batch with a base malt some crystal. My hops were cascade and centinnial. I drank several last night and i think ive out grown my cascade hop phase. But that recipe seems good.
