Using the same carbon for primary & secondary?

Sure but that seems like you're adding an extra step, especially since you're introducing a chance for infection.

Why not just primary in the bucket and secondary in the carboy?

Or even better, never ever ever ever ever ever use a secondary unless you're aging for more than 4 months. They're pointless, IMHO.

Why not boil, hop, ferment, and keg/bottle out of the same container??

Why not just let it ferment directly in the bottles or keg??

Can i rack from the carboy, into a bucket, clean the carboy, and rack the beer back into it?

Yes. Your beer is just going through twice the length of hose.
If I had to use this method, I would, but I be planning how to get another fermentor in the works.
