Most wheat and rye beers use barley as at least part of the grain bill (30-50%?). How are you sparging? Unless you're doing BIAB, you'll need rice hulls.
I'd move the 30 minute addition to flameout and up the 60 if you want the bitterness.
I'm looking for more of the lemony (sp?) notes of the hops. Not looking for a big beer either. I have a false bottomed igloo mash tun and ad 1 to 1.5 lbs of rice hulls to every mash.
