Most stores will crush the grain for you, but you have to specifically request it, and occasionally there's an extra fee for the service.
 
Real bummer that they won't offer to crush. You can do it, but it is tedious. Place a small part of the weight you need in a heavy plastic bag or tight weave cotton dish cloth. Break up the hulls with a rubber mallet. A heavy wine bottle will work, but something with a flat surface will be more efficient.

Don't try to turn it to flour, just crack open, or crack off, the husks.
 
Crush is a must. See if you can find a used grain mill. For small qualities you don't need anything crazy. Otherwise find a different supplier.

Do you have access to a LHBS? If so you may pay a "little more", but support them and they'll most likely have a mill & crush it for free.
