Tomorrow will be three weeks since it was bottled; room was around 70 degrees during that time. Guests are coming tomorrow night. Think it'll be ready?

The bottles can be rewarmed at room temperature to finish conditioning if by chance you think even more time would be beneficial. Hold a couple bottles back from chilling for comparison. Your guests may want to finish off the entire supply.
 
Do you want to serve to guests now or when it is really good? It's probably quite drinkable now but next Christmas it will be so much smoother and better flavored. Yes, stouts take time to mature, much longer than most brewers give them. At 2 years they are still improving.
