I have a Kolsch that had an OG of 1.047 and had stalled at 1.022. I have tried rousing it and warming it with no real change. I am debating adding some dry yeast (all I have is Safale S-04) to get it going or just kegging it and dealing with sweeter than normal Kolsch and thought I'd just get other peoples thoughts. Thanks
 
I think re-pitching with S-04 is a fine option. I've added extra yeast to my bottling bucket when I suspected a weak batch wouldn't have carbonated properly, but used the same strain.
