Starter question

just got done maiing my first starter. 2 questions:

1. i mixed 3 oz. DME with one quart of water, boiled for 15 minutes. Does it matter that some of the water boils off, and you don't get the full 1 quart you started with?

2. I have it on a stir plate, how long until I see some action in there?

What yeast?
What temperature?

1. No it doesn't matter that a little water boiled off.

2. You really won't see action, the wort will eventually start to lighten as the yeast cell count builds.
