Starter Question: Water/DME ratio

After a year of hiatus from brewing I'm starting back up with AZSCOOB's Cottage House Saison recipe. Anyway to my question:

In a video by Northern Brewer, Owen Lingley of WYeast said that a trick to yeast starters is to use "1 tenth of your liquid volume in dry". The example he uses is if you are doing a 2 liter starter, use 200 grams of DME. He said it won't get you to 1.040 but it will get you close.

I'm making the starter tonight for Sunday's brew day. I don't know why I couldn't trust this information but I came here anyway for affirmation.

Also, if anyone else has a handy "Always works right" formula for 1.040 starters, please let me know.

Use the 'DME Calculator' (vertical rectangle on the left side) to get you close. Keep in mind you'll have some boil loss so you'll start with more water than necessary (maybe 100ml) and boil for 5 minutes.
