My starter blew off and went all over my stir plate last night. Foil is extremely sticky but still in tack. Clean up the outside flask. I make a 1.6L (was aiming for 1.8L) starter with plans to decant, and step up the starter with another 1.8L wort in a day or two. Trying to shoot for around 300 billion cells for my 10 gal Wit only using 1 vial of WLP 400. Now the flask is really a real mess on the inside. Should I worry about this sticky mess when I step it up? I know the yeast is still good but am worried it might happen again when I step up the starter.

Get a larger flask/jug and step it up in there. You're going to blow off again and you don't want to infect your starter. Go get a 1 gallon jug (apple juice, Carlo Rossi wine), pour it out, wash/sanitize it, and pour your yeast cake from starter 1 into it with more DME/water.
