I dont believe there is any smoked malt extracts. You will need a food-based smoke additive or do a partial mash with some smoked malts
 
Yeah sure. Though you need to do a partial mash (instead of just steeping) if you want to get converted sugars from it. You cna just steep a bunch and add the liquid in if you are only going for flavor. It will take a decent amount to bring a perceptible smoke flavor to the final beer though
 
Steep a quarter lb (that is 0.25 lbs - it is powerful stuff) of peat smoked malt to get the smoke flavor. You will not get any sugars from it as it needs to be mashed.

You will need several lbs of the other types of smoked malts, so peat smoked is the way to go for extract brews if you don't want to mash.
