Recently made a pale ale with 8.5 lbs Pale 2.5 lbs victory, and .75 lbs 10l chrystal malt. I was supposed to have three hop additions at 60, 30, and flameout, total of 2 oz cascade. Problem is, this was my second batch of the day and ran out of propane fifteen minutes early, so I added the remaining hops at that point. My volume was high by about 1/2 gallon and my OG was low by a point or two.

I have heard of not boiling enough, affects the outcome of the beer, So can anyone tell me if this beer is gonna be SHI@@y, or will it still come out decent?
 
Depending on the alpha of your hops, that timing could be just fine. Yooper is right, victory malt is strong stuff. A little goes a long way.
