Has anyone ever shipped a CO2 tank? What is the best way to make the tank legal to ship?

Empty it. Once you do that you can ship it like anything else. If you want to ship it full then you have to ship it as HAZMAT.

Make it empty. Otherwise, it's haz-mat and it'll cost you a fortune to ship..

Do I have to take it apart also, or can I just drain all the gas?

Just drain the gas. I had one shipped across the US - Canada border that was empty. They were quite concerned about the pressurized cornies, though. Didn't want to let them across while they had a couple of pounds of harmless CO2 in them.
