Has anyone ever shipped a CO2 tank? What is the best way to make the tank legal to ship?

I had one shipped across the US - Canada border that was empty. They were quite concerned about the pressurized cornies, though. Didn't want to let them across while they had a couple of pounds of harmless CO2 in them.
