I used to be in a sub-400 foot WWII duplex and partial mashes were no real issue. (Stay close, and don't let it boil over!) So I'd say go for it.
 
Stove top brewing...consider 3.5 gallon batches if you want to go all-grain. Maybe BIAB, but I use a 5-gallon mash tun I can fit in my oven to perfectly hold temps. Good luck
 
Plenty of ways to get-er-done. Just depends on how much you are willing to spend.
I would say start with minimum cost if you're not sure what you want to end up with as far as a setup goes.
You can start brewing now, most likely with what you have on hand, with only spending on what you REALLY need to get it done.
Figure out what you think you're ideal setup would be and acquire items when you can to get you there.
