I've heard several times that buying bottles for packaging are only reusable about 3 or 4 times. Is this true? And why? From a physical sense, I just dont see how the condition of glass can deteriorate over times from home brewing use. If we can reuse glass carboys multiple times and are basically good for life, then why not glass bottles? Is this just a marketing technique?

I reuse bottles many times. I've never had one break (yet). Maybe I'm lucky, or maybe just careful.

Thoroughly rinse immediately after use.
Visually inspect before use (before the rinse and sanitize).
Clean with PBW soak if needed.
Always handle gently.

Glass can get stressed over time (and carboys will break) if not treated properly.
 
The idea about that is the degrading and stressing the neck of the bottle while capping and removing. You can just keep an eye on them and if you start seeing stress fractures in the neck and ring just toss it out.
