I looked at the picture a couple of times as I thought the eel was a stuffed animal as it looks like there is a seam and some of the spots don't look organic.

Guessing the seal grabbed the eel to eat it, eel freaked out and tries to hide in the seals nostril. Don't see obvious marks on the eel to indicate it was hurt, so it must of suffocated in the seals sinuses.
