Not sure, I love aged KBS. Less coffee and more chocolatey.
I did a 7 year blind KBS vert recently and the newer bottles clearly won out.
Which was counter to ones we did for other ageable beers (Abacus, The Czar and a few others)
IMO KBS drops off pretty fast. I think the price is a lot to ask for a beer that goes from great to bland really quickly. (I say that knowing piles of breweries are selling hazy IPAs at close to the same price with even shorter life.) There are too many other similar beers on the market that hold up better than KBS. Coffee beers generally aren't meant to age but I've had a lot hold up infinitely better than KBS.
I guess this is not an issue if you drink all the beer you buy fresh.

You go through customs at your first port in the US, so TX residents who don't enter in TX wouldn't have to pay the tax. Additionally, I don't see how the state could tax alcohol that is merely passing through TX (i.e., non-residents who enter the US through TX).

That said I don't think they'll have much luck with this. Austin doesn't have a huge amount of international flights.... you'll usually land in Houston first then take another plane to Austin.
I worry more about this part in the actual code (as well as the second part if you were someone that went out of the country a lot and brought beer back):If they can figure out how to make it work at ABIA, presumably they'll port it to DFW and IAH. But again, I don't see how you can legally collect the tax from people not terminating in TX.
thanks for letting me know that Cigar City and KBS suck now. saves me buying any more in the near future. will have to wait until they're both scaled back to buy them again since that's when the flavor will come back.

To be fair, Kbs has always kinda sucked. that beer tastes like licking a bourbon filled chocolate covered ashtray. Wayyy too much roasted malt.
Now they do it for tallboys full of yeast starter and grass clippings.Yet to see 2018 KBS on shelves in Austin. It out here yet, people who pay attention more than me?
Did see a buttload of 2017 BCBS in the cooler at the supermarket last night, which kinda made me laugh. I remember when people here would camp out in front of Whole Foods 4-5 years back to get it on Black Friday, heh.
