One Step is a powdered no rinse brewery cleaner that unofficially is also a no rinse sanitizer. Due to marketing restrictions, it cannot be labeled as sanitizer, but it supposedly works as one.

Interesting. I've seen some people use it as a sanitizer.
 
It's a mixture of dodecylbenzenesulfonic acid and phosphoric acid. If you want to try and source and mix that stuff, that is your buisness.

StarSan is cheap per use. I suggest grabbing it in bulk and not mixing such big batches.
 
I recommend using a sanitizer. It's cheap insurance and cleaning != sanitation.
 
I wouldn't hesitate to use it as a sanitizer. After all, 99% of sanitation is simply cleanliness.

I would. Sodium percarbonate cleaners don't get up to the concentration of hydrogen peroxide required to get to the kill level of a sanitizer. You don't see PBW, Straight-A, Oxi-Clean, etc talking about sanitizing, even though they all use the same mode of action.
