Bought my first pouch of this stuff for a water addition in a stout. Never used this stuff before and I anticipated it being a powder. However, when this showed up, the pouch feels like a paste almost. Not quite liquidy like a liquid yeast pouch but definitely doesn't feel like a loose powder.

If this stuff was like a very compact powder, almost like the feel of baking flour, then that would make sense.

Does this stuff usually come hydrated or is it a powder?
 
Slaked lime is made (usually) by mixing quicklime with water, but it reacts chemically, i.e. the water is no longer water, and the result isn't wet or pasty. You mentioned baking flour. I'd say it resembles that somewhat.
