Patience is the key! My Wyeast 1007 German Ale didn't swell very much when I popped it - 5 hours of wait time - then I crapped when it didn't start to ferment right away like all my other smack packs.
This one went 36 hours and then started to booble-bobble-bubble.. Very happy now.
