Party Tap won't stop flowing! HELP!

I just kegged and force carbed a Pale Ale at 20PSI. I went to put on the ball lock party tap and it's closed, but the beer won't stop flowing past the stopper and out onto the floor every time I hook up the beer ball lock. What am I doing wrong? Or do I have a bum tap?
 
I would guess that the party tap is not holding the pressure. Force carb with it disconnected. Reconnect after you drop to dispensing pressure.
 
Sure did. It won't stop flow until I completely release all of the pressure, then it won't flow at all. As soon as I add PSI, I flows past the tap.

Make sure it is screwed together securely. Also make sure the thumb lever is attached to the white plunger properly. I find that I can't use mine with pressures much above about 15psi even when it is properly assembled.

Sure wish I could afford some perlicks.....

There it is! I unscrewed the thumb lever and screwed it on tight. It's working now. This is my first kegging experience, so I was kind of freaking out. Thanks for the help! Time to enjoy some homebrew.
