Penalties and fines are being assessed based on whether the opponent gets hurt, not whether the "offending" player actually broke the rules or not. It sucks, but that's what the NFL policy has become. The penalty getting called on the guy who knocked out Collie, that's no different from Myron Pryor getting fined $7,500 for a perfectly 'legal' hit.
How 'bout DeSean Jackson wearing a special helmet with all kinds of anti-concussion stuff that the freakin' military has developed to limit the risk of concussions on guys who get, you know, BOMBED? If the League was serious about actually keeping their players from getting hurt, wouldn't they mandate that those helmets be used?
