It's definitely on a bay or an inlet. The water looks quite shallow.

Just found that interesting considering Guam is close to the Mariana Trench (part of the Mariana chain).

Tumon Bay has a barrier reef off shore. You can walk hundreds of yards from shore before you get the edge of the reef.
