My immediate reaction is that it's some fancy hotel in the Maldives, I've never been but they seem to be into those sheds over water.
 
So by way of a little clue - this is a ceremony to open something, and part of it is on the skyline (in other words, the ceremony isn't opening something that's off-camera).

So what might look like that and justify a fancy ceremony?
 
Technically it's not the Windscale piles which were the first nuclear reactors on what is now the Sellafield site, built after WWII to produce material for atom bombs. But it is the opening by the Queen on 17 October 1956 of Calder Hall, an extension to the site hosting the world's first nuclear reactor producing electricity into the grid, so I'll give it to you.

Llangollen Canal, Llangollen, Wales. We were there in 1989, but I couldn't find my picture (taken from the valley below) to get the proper name of the aqueduct from it.
