Bit of a curveball this time :D I'm a nutter for everything post-apocalyptic, at first I thought Pripyat but that would have been too obvious.

I was just thinking, maybe it's unfair to ask for the building. The topic is skylines, and locating a building will likely require google help (which I assumed a lot of people are already doing). Anyway, I thought this one was pretty easy given some landmarks there and lots of resolution). I'm gonna stick with looking for the bldg name, but thoughts are welcome.
 
driving on the right side of the road, so can rule out UK and Japan, among others

something about it reminds me of L'Enfant Plaza, Washington DC

so that's my guess... DC

Well how else could you locate it besides knowing exactly. Would help to identify landmarks to know them...

Coming up with random search phrases for two hours yield no result, quite a lot of churches downtown different cities in USA, I give up...
 
Here's another view. This might bring certain features into better view. More clues I'd say. I saw Phantom of the Opera in the large complex right on the other side of that park there. Somebody should recognize something in the far left of the pic.

That's the Moscone Center in San Francisco, but beats the daylights out of me what the building is where the photo was shot.
 
The Contemporary Jewish Museum may be where the shot was taken.

No, that's not the right building. In fact, you're looking down on the museum from the pic.

Pic was taken from the Four Seasons hotel in SF. AT&T park is in the top left (home of the SF Giants baseball team). SF bay is in that second pic. I thought those things would have made this easier.

Sorry, couldn't discern the museum from the hotel in the first photo. Had to review the second photo to see it. Second photo revealed the Moscone Center sign. Since I didn't quite get it quite right, I'm posting what should be an easy peasy, quick and easy pic (at least I hope.)

Rotterdam, Netherlands. That's the Erasmusbrug (Erasmus bridge).
