I've been there. right after the fall of the USSR, our ship (USS Hawes, FFG-53) was the first US Navy warship to visit since WWII. we were wandering around when a Latvian-American spotted us (we were required to wear our uniforms on liberty in the former Iron Curtain countries we visited that summer) and showed us around. he was there visiting family for the first time since fleeing the country ahead of the Soviets in '44
