Not many months of the year do we actually need a ferm heater in Charlotte, but here is my solution:

that controller is usually used for cooling here in the south. pulled the cover off, changed the jumpers, and through the wife's old hairdryer (on low) in the freezer.

ambient is 45 out there right now...and it got the box up to 64 in less than 2 min.
 
A 60-watt light bulb or ceramic reptile heat bulb will work too and they don't make noise.
 
Strap that probe to your fermenter with some blue masking tape and cover it with bubble wrap so the temp you are measuring is the fermenter temp. I use the same setup with a heating pad under the carboy.
